Communist Party of Nepal (Maoist) Central Committee press statement, 01.02.06:
The period of one month's ceasefire extended after three months, on the behalf of our party, has also been over. Our party would like to express its heartfelt gratitude to the entire pro-democracy and pro-peace forces who have welcomed and supported the ceasefire, in and outside of the country, for it has taken up a responsible initiative for a peaceful and forward-looking political way out for the civil war with the conviction of multi-party democracy.
In the meantime, a 12-point understanding between our party and seven parliamentarian political parties, for a movement of democracy and peace, has been achieved and the people have ratified this. Amid this, our party has carried out very positive interaction on our understanding and conviction towards democracy and peace with different international institutions, organizations and forces including the UNO [United Nations] and a number of understandings have been built around it. As a result of the aforesaid new situation, extensive requests had been made from in and outside of the country to the feudal autocratic royal power to return back to democracy and peace with a positive response to the ceasefire. But, the royal state, exhibiting terrible feudal obstinacy and totalitarianism, remained stuck in persevering with military terror against the country and people.
The royal army that had been killing unarmed cadres in its custody in the different places of the country including Palpa and Morang during the first three months killed, at the last phase, up to comrade Kim Bahadur Thapa (Sunil), a popular leader of our party by an air attack. In the later one-month period, the so-called royal army, exhibiting more fascist character, at the last, going through Nagarkot massacre, has been adventuring to maintain a reign of terror against the people in the name of military operation in Rolpa, and barbarous acts like looting of people's shops and blazing houses are being carried on. In the same manner, the royal army has already come forward with a strategy of carrying out land and air attack by encircling the detachments of our People's Liberation Army, which has been in a defensive situation all across the country now.
This ground reality clarifies our obligation that we have to go into offensive, by calling off ceasefire, not only for people's democracy and peace against the feudal autocracy but also for the self-defense of the People's Liberation Army. We deeply understand and honour the appeal made by the institutions including the UNO and EU to extend the ceasefire.
Likewise, we also understand and admire the request made by peace-loving institutions within the country and Nepali Congress (Democratic), one of the constituents of agitating seven political parties, in the context of its convention, to extend the ceasefire. But, in the backdrop of aforesaid fascistic new activities of the royal army, we request to take seriously the reality that it has been not only impossible for us to extend, despite our wish, the ceasefire but also is going to become suicidal to do so and appeal to all to raise voice forcefully against this situation. With this appeal, we declare that the ceasefire of our party has been called off.
What we want to clarify here is that our forthcoming military actions will be targeted against the autocratic royal power only. For an immediate sense, our military actions will be targeted upon the royal army and its hired informers that are going to stage a drama of so-called municipality election aimed at covering up their autocracy.
Also we want here to repeat our conviction that we will assist as far as possible the peaceful movement of seven political parties and contribute to advancing forward the 12-point understanding to our capacity. Here we want also to clarify that if the process of making the people sovereign through the election of interim government and constituent assembly by means of a broad national political convention or round table conference is ascertained, our party will remain prepared to contribute for a peaceful political way out by calling off ceasefire at any point. But, if the terrorist acts of the autocratic feudal elements like Gyanendra-Paras and their military gang that had brought the last negotiation to a break by means of the Dorambha massacre and call off of the present ceasefire by Rolpa operation continue we would like to repeat our determination to continue fighting till the end in favor of Nepal and Nepalese people.
In the present context when, Nepalese people's emancipation has been seen impossible without raising guns against those of feudal autocracy, there is no other alternative than creating a storm of peaceful and armed movement. Therefore, our party strongly appeals the broad masses to unite with the goal of wiping out forever the feudal autocratic monarchy for the sake of democracy, peace and progress. Right to rebel against the feudal atrocity is the biggest human right of the Nepalese people at present. Hence, we appeal the UNO, international community and the world masses to honour and support this right.

Does the CPN(M) plan to settle for a bourgeois democracy in Nepal?
What is the meaning of "multi-party democracy" in a revolutionary context?
Are ballot elections and "international legitimacy" necessary for revolutionary movements?
Will their be a constituent assembly? Is this assembly dependent upon the Maoist military forces taking down the feudal monarchy?
There is tremendous pressure, both internally and internationally, for the Nepalese rebels to reach some kind of power-sharing agreement and enter the established international order. Is this compatible with the responsibility to make Nepal into a base area for world revolution?
How do successful revolutionary movements in smaller countries navigate this?
We've seen Cuba end its policy of supporting guerrilla movements in Africa and Latin America. We saw the Sandanistas turn over their government to the contras under the gun of US imperialism. We saw the Russians adopt a revisionist posture with Kruschev's "peaceful co-existence." We watched China engage in all sorts of opportunism with the "Three Worlds Theory." But the power of democratic illusions is strong. The tactic of identifying a "main danger" to justify various accomodations is all too well-established.
All this is another way of asking: Can war be avoided with the forces of imperialism without some form of (fundamental) accomodation?
These are all excellent questions. The problem in Nepal is definitely connected with it being effectively surrounded by India. If the CPN(M) tried to turn Nepal into a base area for world revolution, this would first and foremost mean a base area for Indian revolution. It then seems quite possible that India would invade Nepal. But I think this could mean the opening shots of a subcontinental revolution. Difficult call, though, when victory in Nepal seems so close, to gamble everything by uniting the Indian and Nepalese revolutionary causes.

Subject: A proposal to build a South Asian Union (SAU) like European Union by expanding SAARC states.
His Excellencies,
Presidents, Prime Ministers, Kings, Head of Governments & States, Political & Religious Leaders, Intellectuals, Educationists, Economists, Welfare Organizations, Mass People of South Asian region.
Peace be upon all of you, history is repeating from the creation of human life till now and will be repeated until the last final judgment of Creator. Actually, Creator created us as his best creation of life but we divided it into different nations, religions, cultures, languages, ideologies, etc in several thousands of years since the appearance of 1st human Adam (PBUH). We don’t know when the human life on earth will be finished for ever on dooms day, but some think that human life never stop repeating it’s wrongs. Now we have seen that the days of the human being are becoming more critical, insecure, divided among our selves in different ideas, increasing of poverty, and destruction of economy of some nations in comparison with the economy of some rich countries of the west. So the time for South Asian nations to unite as a strong body which is most caring for the inhabitants of this region has come, and in this way, we can develop ourselves. I have no right to waste your valuable time, but my heart is pressing me to place this proposal or advice to the holy hearts of our great rulers of the people of SAARC countries.
Proposal for future South Asian Union (SAU)
1. The mass people of this region want to abolish visa system for them selves in order to enjoy traveling facility freely and free trade among the regional countries like EU states. We can include Saudi Arabia, Yemen, Oman, United Arab Emirates, Qatar, Bahrain, Kuwait, Iraq, Jordan, Lebanon, Palestine, Syria, Turkey, Cyprus, Iran, Azerbaijan, Turkmenistan, Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Myanmar, Thailand, Cambodia, Laos, Vietnam, Malaysia, Indonesia, Singapore, Brunei, China, Mongolia, North Korea, South Korea, Japan & Philippine. The Afghan president his Excellency Mr. Hamid Karzai and his Government also shows interest for entering into SAARC.
2. If we can include thirty seven more countries (Saudi Arabia, Yemen, Oman, United Arab Emirates, Qatar, Bahrain, Kuwait, Iraq, Jordan, Lebanon, Palestine, Syria, Turkey, Cyprus, Iran, Azerbaijan, Turkmenistan, Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Myanmar, Thailand, Cambodia, Laos, Vietnam, Malaysia, Indonesia, Singapore, Brunei, China, Mongolia, North Korea, South Korea, Japan & Philippine) with the seven countries of SAARC (Pakistan, India, Nepal, Bhutan, Bangladesh, Sri Lanka and Maldives), then this organization or union will be one of the strongest unions. Then we can establish a powerful single currency like EURO as, for example SACU (South Asian Currency), dollar, or any other selected by the forum. And currency value can be fixed by averaging the currency values of the nations concerned.
3. All states will keep there own national flags as state flag and one common union flag, like that of EU.
4. We can establish joint military command council for the defense of the whole region like EU. That means we can unite in a union to ensure human life security along with a strong economy like European Union.
I do not know when the people of this region of South Asia will start to feel love and affection for each other, and will be united. But we should try to establish a golden future for ourselves. If successful, then generation after generation of this region will remember you for your kindness. God bless us with eternal & external peace.

Proposed Road Map of SAU
(Process of South Asian Union (SAU) Implementation)
. Marching a step ahead to form South Asian Union (SAU) is good sign for the people of the region. We may be deferent cultures, religions, languages etc. but we are all human and descendent or genealogy of first man on earth-- Prophet Adam (pbuh).
We all have to come closer and make ourselves ambitious to lay down the foundation of the Union. Proposed 44 countries are mentioned below:
Saudi Arabia, Yemen, Oman, United Arab Emirates, Qatar, Bahrain, Kuwait, Iraq, Jordan, Lebanon, Palestine, Syria, Turkey, Cyprus, Iran, Azerbaijan, Turkmenistan, Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Pakistan, India, Nepal, Bhutan, Bangladesh, Sri Lanka, Maldives, Myanmar, Thailand, Laos, Cambodia, Vietnam, Malaysia, Singapore, Indonesia, , Brunei, China, Mongolia, North Korea, South Korea, Japan and Philippine.
1. Formation of union by involving 44 countries as mentioned above.
2. The Nations of the region can form South Asian Parliament. by approving the appointment of Presidents, Kings, Prime ministers, Foreign ministers, Home ministers, Defense ministers & minister for trade & commerce for member of the SAU parliament.
3. This organization or union will be one of the strongest unions. If we can establish a powerful single currency like EURO for example SACU (South Asian Currency) or dollar or any other selected by the forum. And valuation can be fixed by averaging the currency values of the nations concerned.
4. Abolish visa system in order to promote traveling facility freely and adopt free trade among the regional counties.
5. Form a joint military council to establish security of state, countries of the union & for common people.
6. Pave ways for the people of the Union to seek job as per their caliber.
7. Make good use of cultural and sports organizations as they can create identity to understand each other.
8. Funding should be made by member countries to establish Research Center for Medicine, and other incurable diseases, Science & Technology for the benefit of general people.
9. Bank such as Union Bank of South Asia to be establish to educate mass population, provide fund for natural disaster. Also make ways to absorb homeless and astray people in work through cottage industries to make their livelihood better, so as to stop them from becoming smugglers, miscreants, or terrorists.
10. Regarding child labor concrete steps should be taken by providing free education established by the Union in the form of NGO. Orphans to be included in this establishment.
11. Each state should be responsible to stop smuggler from drug/ arms trafficking. Also find ways to stop women & children trafficking.
12. State to State disputes should be resolve for the best interest of the people, if necessary Union should be involved with other member countries on the table.
Or the leaders can propose more easy and fruitful proposals to find out the best ways to contribute the Nations of the region.
